Samuel is the LC111 Chairperson for Amuria District Town Council. He is from Amuria district but was trained from Katakwi as a Change Agent in 2008. He was also actively involved in the mobilization of participants for the training, despite his busy schedule, he was able to attend and participate fully as a trainee. He took up various responsibilities and was able to pay for a grant of Ush.50, 000/= from Katakwi Town council for the certificate award ceremony of the change agents. He participated in the presentation of role plays that were appreciated by the community and, he has promised to translate the UCAA anthem into Ateso if given the sulfas.
During the Training of Trainers (TOT) training at Namugongo in 2008, Samuel was quick at spreading the methodology and as a result, he has been called upon as a consultant to inform the priest hood fraternity about the change agent training. He is a life member and the current chairperson of Katakwi West branch. He is working with a total of 31 groups which he has helped to form and of these, 16 have been linked to the local government where they have gotten access to the constituency development fund up to a tune of Ush.300,000/= to 1,000,000/= each.
Because of the offices he holds and his influence in leadership, Samuel has been able to provide a platform for resource mobilization. He has provided valuable linkages, for example, he was able to connect the UCAA Program Director to the minister for disaster preparedness honorable Musa Ecweru who has shown interest in being trained.
Samuel used his position to influence his council to become change Agents and as per now, the chairperson, secretary, speaker and treasurer are all change agents. This has enabled the change agents to have a political arm and also to be involved in different interventions of development. He has been active in reviving a formally deregistered branch and this branch is coming up better than those already in existence.
Samuel is indeed a true Change Agent with the spirit worth recognizing and appreciating. UCAA appreciates his ambition towards development aspect and his personal utilization of skills.
