Uganda Change Agent Association (UCAA) was founded in 1992 as a member - based voluntary association of trained development workers by Quaker Service Norway (QSN). It was formally registered by the National NGOs’ Board in 1993 with registration Number S5914/646 and incorporated by the registrar of companies as a non-profit limited liability company under the Companies Act. Currently it has over 3,000 members organized in 230 branches in districts throughout Uganda. Over the years, Uganda Change Agent Association, has grown and transformed itself from a nationwide membership organization into a specialized capacity building and development organization providing self-reliant participatory development initiatives to the rural communities and non-governmental organization in Uganda. UCAA has won a grant from the Women’s bank through the Finn Church AID to implement a project in Yumbe and Arua districts of West Nile. The project’s main objective is to contribute to socio-economic empowerment for poor women in refugee host communities of Yumbe and Arua districts in West Nile by 2020, through the self-help and VSLA (Village savings and loans associations) methodologies. The project is to be implemented in the sub counties of Romogi, Odravo, Kei, Ariwa of Yumbe district and Odupi Sub county of Arua district for three years effective 2018 to 2020.UCAA is looking for competent and qualified persons to fill the following positions:

Job 1
Title: Project Manager (1 Position)
Reports to: Program Director
Location: Arua
Responsible for: Project Officer & Project finance and administrative assistant

Job purpose:

Responsible for the overall project management, coordination, and implementation and monitoring.

Key responsibilities:

  1. Day today, running, planning and management of the project
  2. Developing quarterly work plans
  3. Compiling periodic reports to donors and partners
  4. Financial management and reporting
  5. Visiting project sites
  6. Supporting field based staff in the implementation of project activities
  7. Monitoring and evaluating project impact
  8. Building strong relations with government officials and other partners in the region

Qualifications and requirements

  1. A bachelor’s degree in Social sciences or related development field
  2. A post graduate training in M&E and research ethics
  3. Excellent report writing skills
  4. Experience in financial management
  5. At least three years of practical experience especially with projects using self-help approaches and VSLA methodology to development
  6. Excellent computer skills especially micro soft office
Job 2
Title: Project officer (1 Position)
Reports to: Project manager
Location: Yumbe district
Responsible for: District Project Assistants

Job purpose:

Responsible for planning, coordination and implementation of all field based project activities in close liaison with District Development Assistant.

Key responsibilities:

  1. Provide professional and logistical support and information to community development staff as they conduct field activities.
  2. Assist field staff in planning and conducting village level awareness meetings and mobilizing the targeted individuals and groups to identify, assess and analyze viable self-help initiatives.
  3. Receive and assess proposals of the marginalized groups and using UCAA project selection criteria, recommend viable self –help initiatives to the project.
  4. Work with field staff in assessing training needs, organizing trainings and material support for selected beneficiaries and local intermediaries.
  5. Visiting project sites
  6. Work in close collaboration with local government officials, local leaders, institutions and agencies operating in the district and outside the district in relation to planning and implementation of the project.

Qualifications and requirements

  1. A bachelor’s degree in Social sciences or related development field
  2. A post graduate training in M&E and research ethics
  3. Good report writing skills
  4. Knowledge and competence in the use of self-help approaches and VSLA methodology to development
  5. Good mobilization skills
  6. Computer literate especially in the use of Microsoft packages, MS word and excel
  7. Elaborate knowledge in partnership building and networking
Job 3
Title: District Project Assistants (2 Positions)
Reports to: Project Officer
Location: Yumbe and Arua districts
Responsible for: Community based facilitators (4)

Job purpose:

Responsible for planning and coordination of all field based project activities aimed at supporting the growth and running of individual beneficiaries and their .respective VSLAs

Key responsibilities:

  1. Ensure that all the logistical support and information needed at project sites is in place at all times Mobilize communities to participate in all project activities..
  2. Planning and conducting village level awareness meetings and mobilizing the targeted individuals and groups to identify, assess and analyze viable self-help initiatives.
  3. Provide technical support to all formed and directly supported VSLA groups
  4. Assess training needs of VSLAs and organizing trainings for beneficiaries
  5. Visiting project sites
  6. Collaborate with local government officials, local leaders, institutions and agencies operating in the district and outside the district in relation to planning and implementation of the project.

Qualifications and requirements

  1. A diploma in Social development or related development field
  2. Knowledge of the local language is a must
  3. Good mobilization skills
  4. Good report writing skills
  5. Good mobilization skills
  6. Knowledge and competence in the use of self-help approaches and VSLA methodology to development
